Settlement on a handed over account

Capitec Bank and their appointed collection companies dont treat customers fairly. I was given a special settlement by Hazel Mthembu from Hommond pole which she said was an offer from Capitec bank. Now when I was about to settle they tell me it's not valid for clients with a garnish order. How do you give me a settlement without checking your facts straight. Now I have money to settle but they want to keep me paying a loan which the balance never goes down.

Can someone come with a conclusive answer and keep to your end of the bargain. You said my settlement is R8070 can I pay and get this out of my name.
