Recurring payments not being paid

I have had a problem with my account for over 2 weeks now. It will not allow me to do any transactions on my recurring payments and beneficiaries. I have been into the Hemingway branch on multiple times but have always get no further than a reference number and. Told to wait 7 to 10 working days. This is getting a bit irritating now. I'm to frightened to use my card as it always declinse my transaction. Sometimes I cannot even withdraw from the ATM.
