PAY-PER-APP LICENSE STILL NOT RECEIVED

I have been waiting for 2 Months for my license to be delivered and every time I get promises from the bank stating that the license is going to be delivered. Even after my car got impounded and I had to pay a fine, the license has still not arrived at either the branch I went to for assistance nor to my house and every time the courier service just sends me a message stating that they cannot deliver to a postbox on each occasion. The time I went into the branch the ladies gave me great service there and we got some answers that even they were unaware of with the Consultants dealing with these matters stating that the courier service had a severe backlog... But now 2 - 3months after I paid and them promising a turnaround time of a week, that is false advertising... I want answers ASAP
