Issue card for my terminally I'll wife

My wife is terminally sick with emphysema and on oxygen 24 7 her debit card is blocked and called the call centre for assistance and they promised to visit my wife at home to issue her a new card. I also asked them that my wife want to make me a proxy on her account as she isn't able to go to the bank. They want me to go to the court to get a power of attorney but I feel it's not necessary. I am still waiting for a final arrangement for the visit
