********** accounts opened at Capitec??

If someone opens an account at Capitec, don't they need to supply ID number and proof of address? Two experiences with making payments to Capitec accounts an both occasions have been to ********** accounts or ***** has taken place but Capitec does not provide any feedback on their (so called) "investigation" despite a police case number and request to freeze the ********** accounts. If the persons opening these accounts to conduct ********** business had opened the accounts with the relevant details surely they would be traceable? It almost makes one think they are not following FICA requirements or can't be bothered to stop ***** when all the information is given to them.
