False advertising

App**** for a license disc on the 5th of November because I couldn’t go into a post office to renew it with a delivery set on 3-5 working days. It’s the 22 of November and I’ve been calling them since yesterday to find out where it is and only now they tell me they haven’t delivered because they don’t have an address but there is no way of applying without filling in a delivery address. The customer care managers couldn’t care less either
