COMPLAIN TO REMOVE OR BLOCK SUBSCRITION FEES FROM DEDUCTING

One useless bank this one. My son has an account with them, and had subscribes to some websites, which he is longer interested in. He was adviced to change his card twice, and that did not help. The subscription is continuing. He went to the bank on tuesday and was told it's not possible to block the deductions. How possible is that?
