Cash send withdrawal at Pep Cell Safeways

I received a cash send and when I went to pep cell at safeways center in witbank, the staff indicated to me that I needed to make a purchase of R50 with the funds I wanted to withdraw. I'm disappointed at capitec indicating that I'm able to draw there and did not include this clause on the message.
