Capitec's carelessness

I wonder how come capitec can be so careless by allowing 2 people from 2 different locations to share the same account number. Now there us someone spending my younger sister's money because of capitec's negligence. Now I'm asking myself who got the account number first and if is my sister who got it first, capitec must pay back my money. And i wonder if capitec can be trusted with our hart earned money
