Capitec Charge back issue

I transferred money from Capitec to Pay Pal to purchase hair from China, the supplier ****med me & sent me cheap wigs not what I requested my clients are complaining..I'm now stuck with this junk. I tried to get the funds back from Pay Pal but they directed me to the supplier. I went into the Du noon Capitec branch to do a Charge back on Pay pal the agent advised me that they don't do charge backs, I told them that I other banks does charge backs why not Capitec?? I left the branch so frustrated & decided to call customer service, the agent advised me that they would charge me R150,00 for the charge back but it is not guaranteed. The agent advised me that it takes 7 days but due to back log it will take up to 14 days that was the 03rd of this month. I called Monday they told me it takes 14 working days. I called again this morning 14 working days later the agent told me they are still investigating but when I asked her but it supposed to take 7 days I even waited 14 working days the agent changed to story and said they reversed the funds but they are waiting on the Vendo to respond...

This whole issue is so frustrating because another friend of mine that was ****med by the same supplier as we bought products together got her Funds in 4 days from ABSA all that was needed was proof that she did contact the supplier and Pay pal.

Why does Capitec allow deposits into Pal pal if they know very well they won't be able to charge back should there be an issue. R18,360.00 is alot of money to lose.
