Capitec can't or won't reverse my money

So Capitec can't refund or freeze funds that I accidentally paid to a wrong cellular 'number.. They can see the money was paid into the recipients account and has not been used or withdrawn, but they can't get hold of the person so the can't do anything for me... they need to ask him permission to refund MY money back to me... ***!
