Capitec Bank Debt Prescription

Can Capitec Bank legally explain why after a debt has been prescribed do they still keep the listing on their database,therefore - decline any credit application with Capitec bank - advises you to settle the debt that has been presribed before they will grant you any credit.

I have engaged with their agents and thus far none can clearly explain this based on any legislation,instead they are rude and insist on payment.
