Capitec atm's closed or not useable

Each time i want to withdraw money for a Capitec i found that the machine is off, or there is limited or no funds available in the atm. The third atm is at the Capitec bank itself. But can't be used after hours. There is also Shoprite and Checkers paypoints is the shop is still open. But when i need cash they are closed. It all ends up in me useing an other atm like Absa and so. But who is paying the bank cost? Why do i need to be penalised money whise for atm's not available?
