Bank account blocked

In 2016 i was earning money via stokvels also introduce my daughter she also paid and when it was her turn to get paid she received her money then after she was blocked .when we visited branches for help they say it is ***** ,now my daughter cannot open a bank account .she finished now at school how can she seek for a job she cant have a bank account
