The upkeep around the petrol stations is abominable!

Why and how is it that every Caltex station just allows beggars to walk through and pester their customers? I went on a road trip, but I could not stand outside for more than 5 minutes without a beggar coming up to me, obviously high from drugs, asking for money. It is not like these skinny, ragged people blend in with the locals -- they are obviously messed up on something, but no one does anything about it. There were even kids walking up to anyone and everyone asking for money. It is sick. You guys should be driving these people out, not allowing them to set up a perimeter in which everyone gets beckoned for cash.
