Municipality Statement still not paid

Calgro M3 is a dissapoint,apparently we bought the house with calgro M3 in witpoortjie estates,we occupied the house in May 2021 and the when we receive the municipality statement with the amount of R4000 and I did spoke to the lady who is working there regarding the statement.and she told me to send the statement to write the letter and attach the office they will pay the the amount and we start in a clean slate,I did that and never responded until now I have been sending several emails trying to explain the issue and we didn't receive any help.

Please help
