3 years waiting for Apartments to be registered.

I app**** for my bond in 2015 and it was approved by SA HOME LOANS same year.i was advised that we will move in in 2016 in September but that did not happen we were told that city power declined their applications and promised that 2017 February. In 2017 we were told we will be moving in September the latest because they are finalizing papers for the building. September 2017 we did inspections on our units and we singed letter to say we are happy.November we went to Calgro M3 offices to sign our Bond contracts and we were told occupation will take place the end on February.January we received email saying we can collect our keys but this week we get an email saying Dear Client We would like to bring to your kind attention the following:- Due to unforeseen circumstances with the registration of your apartment we regret to inform you that keys handover has been cancelled next week as initially planned… We anticipate that we will be able to handover your keys on the 1st and 2nd of March 2018… Please await communication with regards to the above… Kindly accept our sincere apologies for all the inconvenience caused.
