Proof of Payment sent, Payment made. CA CELLULAR STILL refuses to deliver purchased cellphone

Wow my father hardly concluded a business transaction with CA Cellular(Altech Autopage) and they already exhibit bad,bad service. My father conducted an online transaction dated 9 January 2019. On 11 January 2019 CA-Cellular claimed that his payment was declined whilst VCS has confirmed that the payment was successful and now the order is in limbo. He is currently engaging with FNB card division to recover the payment. Should there be any difficulty in retrieving the money from CA-Cellular the next step would be a full scale ***** investigation against CA-Cellular.
