Theft of funds

I made a tax payment twice as the system for payment had a delay. I have since been following up for 4 months on the refund of the duplicate payment. I have spoken with several people, each not knowing what to do. There is no way of escalation. No one actually assists. Palesa is payments is as *********** as they come. The funds is clearly a write off based on similar reviews.
