Someone I don't know received my parcels on my behalf

I don't understand how Buffalo's system works. Someone received my parcels(the address says Churchill) and I am from Mankweng just few kilos outside Polokwane. Aren't they supposed to ask for an ID for verification when a person signs for a parcel? I am very angry and disappointed because my parcels worthed R3000,i wouldn't recommend their company. Worst I have ever dealt with, courier guy is the best!!!
