Refund since last year November

I still havent heard anything since last year November with my complain, when I they send me from one person to the other then no one comes back with the feedback.Still no fund of mine has been paid, I have spoken to angents , supervisors even got hold of capetown and they gave me the email of the person who pays refunds its been three months now no reply from that email.
