Non delivery of parcel

We ordered a parcel from Shein and Buffalo Logistics is the courier who was supposed to fulfill the delivery part. The order was supposed to be delivered in November. Eventually after many phone calls our parcel in January was delivered to the wrong address. I was then told to complete a form after a month long investigation for a refund, I completed this and to date no refund. I cannot claim my loss of the Shein order until they complete there portion either. I am hoping through this platform I may get management attention of this company to assist as their call centre refuses to help or put me through to someone who can
