Non Delivery and Additional Delivery Fee

Ive ordered numerous parcels from Shein/Temu to the same address, no problems. My last 2 orders however has been a real bad ordeal. I got a tracking update stating my parcel in with Courier (in JHB) in the morning, later that day i get a message "parcel has been sent back due to no delivery" and a need to reschedule a delivery at an additional fee. How? Im in the Western Cape which tells me that there was no effort made trying to deliver my parcel. Every time i follow up there is the same story.
