Missing items from Buffalo logistics

Hello I had a bad experience from shein I ordered from shein & I got 8 items while I have placed an order of 16 items I called the shipping company(Buffalo logistics) & addressed the issue they said I should call the supplier..I emailed the supplier and their response was that "the package left the warehouse with all the items..I need the remaining items back or they must refund me
