Buffalo logistic is a ****

I ordered my parcel from Shien on the 21st of December, then on the 29th I received email from buffalo logistics regarding my parcel and that I have to pay R499,42 for my parcel I paid on the 31st of December, because usually dater paying to take about three days for me to receive my parcel. On the 9th I started tracking my parcel and I saw that it was returned reason being that the address and numbers I provided are not reachable. Is not the first time I was ordering from shein the fisrt time I got my orders without any issue but now Buffalo is saying they can reach me. I called their number you get the answering machine, I hold then the phone gets cuts off. I later received a mail from Shein saying that my order was returned and they will refund me. So from buffalo because I already paid for the rates and taxes how are they going to refund me since I didn't get my parcel? Can I have records that shows that they tried calling me and couldn't reach me like they said in their comments? I saw a lot of people complaining when I checked the reviews.
