Buffalo is not delivering an order that I already paid for

I placed an order on SHEIN which was supposed to arrive after 9 days…I’ve since been waiting for my order. Buffalo does not answer my emails and calls although I paid the vat and everything

I would really appreciate it if my order was to be delivered
