Very Bad Service

I tried send a complaint but the email on the website comes with undelivered response. I am a grown up woman in her early 50s.I am tired of going up and down to the municipal offices ,I reside at 116 N.U 9.I am in the process of adding an extra room and a garage plan got approved and contractors started digging the foundation to our suprice when they see pipes and even a bigger one for a stormwater in my yard that did not reflect whenthe plan was being approved. I paid R1600 for the other pipes to be removed ,which I did not understand because I never asked for municipality to install pipes because even though my yard is a corner house there is a vacant plot next to me that could have been used for all these pipes.Nevertheless ,people from department of road came to check in the stormwater and promised to comeback, its now going to 2 weeks since their visit and a series of calls .My material is stuck in front of my yard I can not move forwad.I was even compromising with this extra room because I initially wanted to extend the house and for the house plan did not get approved, the story from the municipality is that my roof is overlapping on that vacant plot,again whose fault is that because the house is still standard ,it is in its original state that was built in by the giverment.I must suffer now because municipality installed all this pipes in my yard and moved the house to the other side to accommodate all this *******.Why was the plan for the garage with the room approved but there is a storm water,why should it be my expense to remove these pipes I am a citezen that pays her service charges every month but when it comes to me being serviced.I get this ****py service.Please assist me with forwarding this to the manager maybe he or she might be someone who cares abiut customer service. I have just so many complaints for municipality but I just need to get this one out of the way.I feel very worthless to Buffalo City Municipality or do the employees judge a person by their level of education or area they live in to attend to their query??
