USELESS BUFFALO CITY MUNICIPALITY

I paid my water bill apparently the account number or reference being paid did not show now the money is stuck in their account.All relevant info was forwaded they see the money but its still not transferred to my account.There is a useless woman called Carol who is never available who is supposed to transfer the money and she has not done it....These people are useless i dont know WHY they go to work when they are not performing their duties.
