REFUND ON THE CREDIT BALANCE

I sold a house in nu 17, Mdantsane during 2013 and bought a house in Beacon Bay. After the transfer was through, I received statements from Buffalo City Metropolitan Municipality addressed to my old address notifying me of my credit balance. I wrote an email to Billing section on the 22 February 2016 for the credit balance on my old account be transferred to my new account and up to date I have not received any feedback. I tried to call the numbers on the statement but was told by an electronic machine to leave my details as an official will call me back but to no avail.
