Refund of funds made to Buffalo City Municipality and a Request a review of the existing account

On the 17 December I transferred funds through Buffalo City Municipality attorneys based in JHB. I made payment arrangement with Thobisile Biyela and she assured me that I would be able to get municipality services once I have transferred a sum of R13,000 into the municipality account. To my disappointment, this is not the case. I called the number which was given to me by the Buffalo City official and there was no answer *** and *** to find out what happened to the arrangement as discussed on the phone that I would be able to purchase electricity after sending a proof of payment. For 2 days, I called the Customer care line and I was met with rude female call centre officials. I was told they had no knowledge of the payment and as a result I was requested to transfer an amount of R6,600 which I did. After making the transfer, I had to wait for an additional two days before I could purchase electricity online. I spent a great deal of time making calls and holding for almost an hour before receiving any kind of help. I was met with rudeness and ladies who did not care at all and were unprofessional. I remained polite as I was desperate to get assistance. I wrote an email to Ms Thobisile Biyela *** requesting for a refund to date I have no had my refund since I have paid the account twice. I find the actions of the municipality. May I request the Hello Peter to request for my R13,000 back to my account which has been withheld by the municipality. I was misled by Ms Biyela when she said the account would be unblocked making the necessary payment. There was no truth in what she said. I have complained about the huge amount demanded by the Buffalo City Municipality as I do not live in the house on a full time basis, the services I am told I owe are used 5 days after a 6 months period. They need to go back and conduct a proper analysis of the billing issue as it is its NOT a true reflection, its an an amount that is thumb sucked. The process is really frustrating and causing a lot of stress.
