Refund from Buffalo City Municipality

Good Day, Last year I sold my house in East London and the transaction was finalized October. I have a refund with the Municipality and I have requesting the refund since then without any success. I have been sending emails without any response till today. The refund is 5200 and this is frustrating. I have been referred to Florence Pillay since today there is no response.
