Poor service at the Traffic Service office in Buffalo City

On 30/09/2019 I visited the Traffic service office in East London for renewing my license which is soon to expire. I arrived at this office at 14:00 with the knowledge that the office closes at 15:00. A coloured lady in counter number 4 who assisted me handed me a green application form which she stamped 01/10/2019. I was shocked when she told me to return the following day(01/10/2019) as they cannot assist anyone anymore. While her colleague on counter 3 was busy on her cellphone all the while. I fail to understand why I couldn't be assisted when I got there a whole hour before the closing time and yet they have a whole hour to sit and be busy on their cellphones and not help walk customers. No proper explanation was given to me as to why this was happening whatsoever. I mean I used petrol to get there and now I must use more petrol to go back there. I take this as poor service and selfish conduct.
