Municipality billing

Morning I need your assistance on my municipality billing. I bought a house last year and moved on on the 8th September since I moved in I have never received any letters from municipality. The only letters were coming was for the previous previous owner and previous owner. I was only receiving sms for my billing. Until this year February when I needed a proof of residency to apply for a school for my son I went to municipality to request a statement but when I read in the statement is saying I'm a tenant whereas me and the previous owner we went together to change everything to my name as a new owner. Then I asked I was referred to other office when I was there the guy was helping me ask me why the are many owners of the house I was shocked but he said I must no worry he will fix that now. Then he did and he asked me why I'm not billed for water I was shocked because I'm paying my bills without knowing what I'm paying for. Then I said to him he must also fix that thing and also my bills my come to my emails or letters for me to know what is that I'm paying. But from that day I never received any letter until May I received my 1st letter from Municipality when I open its not bills but just a formal letter that is telling me that the house was never billed for water for years. The following day I went to municipality offices to tell them that why they say for years because I'm new in that house my water bill suppose to start from September. Then the lady was assisting me said yes they are aware. But when I received my billing last month it was like this from September 2020 to July 2020 R3000 and from June 2020 to July 2020 R5 800. Some day the previous owner also received a bill of R7000 for the same house. And municipality does not have any solution and my fear is that they will block my water and electricity soon. And I can't afford to pay a bill for the previous owners because it's not mine at all. My number is *** my name is Zandile
