Deliberit Buffalo City Municipality blocking of claims caused by pothholes

I'm trying to claim tire damage because of a pothole. BCM obviously try to make it as difficult as possible to claim.

I went to the satellite office in Beaconbay. they told me to go to some building in town.

There are no email addresses, the phone numbers, (043) ***, are never available, and there is no online procedure.

It is unreasonable from them to expect from the public to take of from work for half a day on the other side of East London to claim for the damage when they have a office in Beaconbay.
