I would like to know how does Buffalo city municipality charge vat on amount brought forward. I believe that vat can only be charged once so why do they charge vat every month on the balance brought forward every month. This is *******. My father in law is a pensioner (80 years old)and they want to rob him. This seems to be a racial matter because many people in his area is complaining about the same thing.
