Asking for help

We bought house in 2019 and in 2020 July my bill account was R24000 ,2021 it was R240000 and I went to BCM offices and they say is water reading they gonna fix the matter even today last time I went to them they say I must pay the amount ,nw my bill is R91000 how come its not even 10 years that Im staying to this house
