A week old baby sleeps in a house with no electricity

On the 16th of November 2017 at 10:33 am Buffalo City Municipality service providers switched off my electricity. During that time and 14:00 pm I made means to have R 10 000.00 to pay for rates which I did not even know how much where they. The last letter I received from them was for the month of June 2017, I have not received any updated rates letter from them. I went to they're offices with the cash in hand and explained to them that the owner of the house (my mother) is in Kokstad in a meeting. She will not be able to make it in time to be able to make arrangements for payment of the remaining arrears. I am here to pay what I have in the meantime so that I can have electricity at the house for the sake of my son. In the morning the owner will make arrangements in the morning, as she will be back later on the day. I spoke to a gentleman who insisted the owner must make arrangements as it is they're policy. I did not dispute that. I kept telling him that I have a very young child at home who needs warmth and hot water. I asked to be taking to the manager, I conveyed my issue to the manager and agreed to turn on my lights for THE SAKE OF MY WEEK OLD BABY. She asked me to make the payment of R 10 000.00 and bring her the proof of payment, which I did. She then said the has sent they're service provider to the house and that by 11:00 am on the 17th of November 2017, which is today, if she does not see an arrangement on her system she will turn off the lights again, that was our agreement. I am unemployed but I made means to get R 10 000.00 for the sake of my baby. It is 04:34 am, as I write this with no electricity, I need to warm up milk for my baby and i'm unable to do so. My son is hungry, crying and I can't feed a baby so young cold milk. I am so disappointed and heart broken. I can't stop myself from crying for bad treatment from people who are suppose to be public servants. I have written to the Daily Dispatch and our Lawyers. No baby can receive such ill treatment. I hold both the municipality and the service provider liable for the damage to my wooden floor and any thing that happens to my starving child. i will not let this fly by. By law no child so young can be without electricity. Especially after the agreement I had with the manager. She even made a copy of my proof of payment. Such heartless individuals! My child has been up since 02:00 am.
