Financial problems cant pay back deposits

I rented a pop up shop with them and paid my rent in advance. I gave them a month notice 25 April 2019 and today is 29 July 2019 and they still have excuses to pay back my deposit. Excuses like we cant get hold of the manager to approve it. This is unexceptable! I get the feeling they have financial problems.
