BA wont deliver baggage

My flight from Cape Town to PE on the 3 August was scheduled to land at 12:45. Thereafter I needed to travel back to East London which is over 300 km away. <br> <br> The flight was however delayed by 3 hours and I landed in PE at 15:30 only to discover that my bag was picked up by someone else.<br> <br> I was very unhappy as I still needed to travel over 4 hours to get to EL and was worried that I would have to drive in the dark. Had the flight landed on time I would have been able to wait a while for the situation to be resolved. <br> <br> I was told by Inge that I should get going and that my bag would be couriered to me. No mention was made that approval or authorisation would be needed to do this.<br> <br> On 4 August I received feedback that my bag would not be able to be sent to me and that I would need to pay R1300 for it to be delivered to EL as the authorisation was not approved for the bag to be delivered by BA since it was a passenger fault (NOT MINE).<br> <br> Surely BA can take part ownership of the situation due to the delay and return my bag to me at no cost. <br> I would not have left PE had I known I would have to pay R1300 for my bag to be returned - it is cheaper for me to drive there and fetch
