BA refuse to check in Mentally challenged idividua

Today BA Port Elizabeth refused to check in a Mentally challenged man as he required assistance to walk to and from the aircraft. He was told to go away and get a doctors report that he is medically fit to fly. Even though he does not show any symptoms of being ill, can walk talk etc. Is no different than an under 12 yr old child in that he requires the airline to show him the way to the aircraft. He has been flying BA/Kulula since this airline started business and this is the first time this requirement has been made. When internet booking no mention that if one requires assistance this will not be given without Drs report. This info was given by checkin clerk.
