LAYBY REFUND NOT PAID

After I have received a best service at the branch changing a layby. I was promised that I will get a refund of the remaining balance in 7 to 14 days. It's been over a month no refund received. Submitted I'D copy and bank statement. I've been calling and and getting promise after promise. Layby no: ***3.
