Unfair business practice (Boxer Tzaneen)

I just experienced outrageous business behaviour at boxer Tzaneen. We're be bakery priorities individual over community. I went to by bread and there was no bread on bread shelves but abnormal number of trolleys full with bread for single individual. I Confronted the manager to control the situation but he said there's nothing he can do, as a customer this didn't make sense to me that you can have someone buy so much bread and tens of people are left without, some regulation need to apply. If need be I have a video of individual with trolleys 🛒 full of breads 🍞.
