Student deprived from writing an end year exam

I was supposed to write my end year Accounting exam on the 27th of September 2017 but I was taken out of the exam room and my exam was postponed to next year March because of outstanding fees, please correct me if I'm wrong but I thought the students aren't supposed to be deprived from writing their exams because of their fees but the school can hold their results due to outstanding fees?

Okay.....So when my sister called to ask Monica (Some lady that works at the office) for a confirmation letter stating why I won't be writing, I stood at the office for like an hour or so before I got the letter and Monica told (I even have a recording of the phone call) my sister that I'm not passing my modules so this would give me more time to study (At that moment I didn't even know that I was failing cause the marks I have don't imply that I'm failing , and despite my opinion on my marks my TA (training advisor) would also tell that I'm not failing)

I spent weeks, days and nights studying for an exam I thought I'd be writing on the 27th of September only to find out that I'd be deprived from writing.

Why wasn't I told about the outstanding fees a week before the exam? Or rather why wasn't I given a notice about my fees before the exam date? What if I would've been able to pay the outstanding amount?

What now cause I've paid the fees?
