I'm supposed to pay for an exam I didn't write.

So I was supposed to write my IBA exam last year and then I was taken out of the exam room, fine I contacted hellopeter and things were not completely solved, all I got was an apology and was told to come back this year to confirm that I'll be writing, so I went to school and when I got there, I got to speak to the branch manager which is Dennis Stippel about this exam, what she tells me is that I need to pay to write the exam as it's going to be like I'm writing a supplementary exam. Okay let's pause... like 1. How am I to pay a sum of R1830 for an exam I was deprived from writing? 2. What makes the exam a supplementary exam if I didn't even write it? 3. Who has that kind of money just laying around?

Please help.
