Service History can not be confirmed !!

Service History check. I want to buy a used BMW 2010 X5 model which have a up to date , stamped, Full Service History from BMW from a dealer in Pretoria. I had a look at the vehichle and it came to my attention that the license disk on the vehichle expired on 31/10/2018...so i found it strange that it could have an up to date service history from BMW. So i called BMW customer service on *** to inquire about the authentication of the service history. I got told that BMW can not confirm such a request if i am not the registered owner of the vehicle ? So if the Agents cant even confirm their own services i smell a rat...Thank you BMW for shifting my interest to the Mercedes Benz right next door with whom i had absolute no problem to confirm the service history on one of their used vehicles...!!
