Not responding to call out

Extremely disappointed with the service I received from Blue this morning. When getting out of my property I stopped to check my surroundings before opening my gate and realised that there was a Well Dressed black male rummaging through all the bins near my property outside my gate. As we live in a cul de sac all bins are left near the end of the road near my gate. I called blue security immediately and gave them a description of the guy and I asked the black male to leave the area. I waited more than 10 mins before Blue called me back to let me know that they knew there was a guy there and there's nothing they can do as it's NOT on my property but outside my gate. After calling Blue again and giving them a piece of my mind and asked why the police was not called they sent out a vehicle. Once the B/M saw the security car he walked off quickly with a yellow bag in hand. So in this case what do I do? Allow people not living in the area to rummage through our bins and possibly get into our properties to *****? Why am I signed up with Blue if I have to confront vagrants and people loitering in the area? Disgusted with your service!!! Just by the way CCPO was also called and I didn't wait around long enough to check if they did anything about my call.
