Sim swap letter

Lost my phone and i would like to do a sim swap .i was told dat my number is with rmcs i have been calling and i was told the letter was faxed but i did not receive it .i called again and gave my e-mail but i have not received the letter,how will i do a simswap when i have not received the letter.my number was *** .i really need that letters
