Non-existent contract preventing sim swop

The problem started with changing network service providers for a number which was bought almost 20 years ago and has been RICA'd. Apparently this prepaid number is actually on a contract! Numerous attempts to get to the bottom of this have been unsuccessful, we cannot change it back to a prepaid and we are not even sure who authorised the contract (since it was definitely not the owner of the number). A Vodacom assistant provided us with enough information to confirm that the invoice address for this non-existent contract is somewhere in Sandton. As the owner of the number (to whom it was RICA'd) has never resided in Sandton, the only logical conclusion is that this contract was **********ly authorised. We could just abandon the number, but it will not solve the problem as the number's owner might one day be held aacountable for a contract she never authorised or had any benefit of.
