Blue label connect

I was offered a cell C contract cellphone by an Agent of Blue label connect, a HtcE1 for R399 per month with R50 rand airtime, after I received the handset the simslot was locked to vodacom only, and I was provided with a cell C simcard which never worked to the phone provided, they kept on debiting R399 for the past 3moths,although I tried on numerous occasions to request them to rectify the matter as I could not use the handset provided to me.
