Bad and unprofessional service provided

They have my device for 4 months and blocked the sim card, yet they are still deducting from my account every 15th of the month. Now they are saying my phone cannot be repaired a replacement has to be done and they want a hefty fee to be paid upfront for me to receive the replacement.
